[Bug]: FileAccessData is missing Id and Correlation Id

Issue Description

Id is a per-process counter assigned to the specific access, not the file. CorrelationId is set on copy destination events to help correlate with the copy source event.

These two aren't being plumbed through from the underlying BuildXL data and are needed for MSBuildCache to do some copy tracing optimizations.
