Error installing Orleans.TelemetryConsumers.Counters.dll

Hello, I've been trying to collect the OrleansTelemetryConsumer.Counters logs from our cluster but with no success. I get this error when trying to run the InstallUtil.exe Orleans.TelemetryConsumers.Counters.dll command from the vs2019 dev command prompt.

Running a transacted installation.
