Disable RCS1201 when comments live between method calls

Steps to Reproduce:

var sb = new StringBuilder();

// first
sb.Append("first");

// second
sb.Append("second");

Actual Behavior:
RCS1201: Use method chaining

Expected Behavior:
No diagnostic
