Consider refactoring prebuilts to fail a test instead of the build #4385

At least in CI, it would be beneficial if prebuilts didn't fail the build step and instead caused a test failure. There are two benefits with this approach.

  1. The SB artifacts are not gathered when there are prebuilts (this could be fixed regardless of this testing decision).
  2. Getting a read on the tests when there are prebuilts is often beneficial.
