With the change to the property name being made in dotnet/installer#19795, the SB release pipeline should be adjusted to use this new pattern. This is specifically related to the PR creation part of the pipeline.

We should also check that we are using the correct build leg names when downloading the pipeline artifacts since those were also changed slightly in dotnet/installer#19795.

It's worthwhile to also check 6.0 and 9.0 versions when making these adjustments.
