As discussed in another PR I think it makes sense to remove the depproj approach here in the standard repo and follow the usual way of referencing packages directly in the respective project, in this case netstandard.csproj. Also the netstandard.builds file which restores for different frameworks can be incorporated in the csproj by adding a TargetFrameworks property and right PackageReference conditions.
