As we don't have plan to port NetDataContractSerializer to CoreCLR for now, we should remove it from NetStandard2.0.

Considering usage is super low I don't see a major problem with that.

@terrajobst whilst usage might be low it certainly isn't zero, what is the suggested replacement?
