Today there are four entry points to generate an EditorConfig:

Right click solution > Add new item:
Top level menu: File > New File:
Tools > Options > C# > Code Style > Generate EditorConfig:
IntelliCode right click menu option in solution explorer:

All four entry points should lead to the same scaffolding UI.
