wpf exe(.net core 3.0) unable to run on win7 sp1

• .NET Core Version: 3.0 official
• Windows version: win7 sp1,（use win10 1903 + vs2019 16.3 publish）
• Does the bug reproduce also in WPF for .NET Framework 4.8?: No

Problem description:
use vs2019 16.3 to create a wpf .net core3 project and then publish it.
installed a new win7sp1 system, copy publish to this system, nothing happens after double click.

i tried to add code positioning issues, but it was not executed.

i originally thought it was a problem with vc runtime, but it seems that it is no longer needed in the .net core3.0 official version.

Actual behavior:
nothing happens after double clicking.

Expected behavior:
run and pop window.
