Is your feature request related to a problem? Please describe.
DocFX 2.60 has substantial changes

  • CLI is now dotnet tool wrapper around Microsoft.DocAsCode
  • the plug in model is changing so you compile it into your own tool

Additional context
Right now investing time in overcoming the lack of environment variable support is not worthwhile as the 2.59 vs 2.60 way of working is quite different. accept v1 of this plug in needs to use msbuild template argument and lacks flexibility for html and pdf support via a single project and json file
