I cannot confirm for Windows, but on Linux the alternative to step 3 that worked for me was cp 'OBTAINED_PATH/theme.tres' 'GODOT_PATH/text_editor_themes/dracula.tres'. I would submit a pull request myself to fix this issue, but npm install was giving a 404 error.
