Inconsistent InstanceId in GetMdibResponse

Current Behavior

If instance_id of provider mdib is not None, the GetMdibResponse message contains the correct InstanceId in GetMdibResponse Element, but not in Mdib element.

Expected Behavior

InstanceId attribute also present in Mdib Element
