[precommit] Expand the definition of "safe" files

The screenshot below shows the result of making a commit when all changes were staged.

The "Changes not staged for commit" are all fixes that were made by the hook:

It should have been safe for these files to be added automatically, because the list of unstaged files was empty prior to fixing.
