Enhance Stat-Analysis to compute bootstrap confidence intervals when aggregating together data. (To be like METViewer and request from Jonathan Case):


    CTC or FHO -> CTS


    MCTC -> MCTS


    SL1L2 or SAL1L2 -> CNT


    VL1L2 or VAL1L2 -> WDIR ?


    PCT -> PSTD


    NBRCTC -> NBRCTS


    Should we be supporting block bootstrap?


The input counts are the items that should be bootstrapped.


Requirement:
[VX19] Investigate temporal block bootstrapping and circular block bootstrapping [MET-59] created by johnhg

Junmei Ban from MMM wrote about this on 10/21/2015. She is running MET on Yellowstone doing precipitation verification. She is computing CTC lines for multiple days and would like to compute an aggregated GSS value with bootstrap CI's. I informed her that STAT-Analysis doesn't compute bootstrap CI's yet... but that we could add it in the future.

Would love to see this happen so leaving it as major but if we can't fit this into 6.0, we have the funding for this through the Betsy Weatherhead NGGPS funding and can be included in 6.0+

+1 for requesting this feature.
Need to aggregate bootstrap confidence intervals with Stat Analysis and limitations prevent me from using METViewer.
