I think this will cause problems in some projects because RUSTFLAGS environment variable will override local .cargo/config and CARGO_TARGET_<target>_RUSTFLAGS.

I guess there is sadly no way to do this. Maybe if Cargo or rustc adds a separate environment variable to control randomized layout specifically.
