[Dev] Generating extension_functions.hpp does not work as expected

What happens?

When running python3 scripts/generate_extensions_function.py after building DuckDB with make with all extensions enabled, it throws an error saying that an extension is not available.

To Reproduce

Run either of these:

python3 scripts/generate_extensions_function.py
python3 scripts/generate_extensions_function.py --validate
