Live and in-development IAs should be on a single page

Both for administration purposes and for contributors, it would be more efficient to have a single URL that we can refer to (or point people to) to see all IAs, from proposed through to live. In other words, a combination of https://duck.co/ia and https://duck.co/ia/dev/pipeline
If this is too unwieldy, a "show live only" toggle is an option.

@tagawa 👍 I think that last bit would be awesome - if we had a checkbox in the duck.co/ia search for live, in development (and maybe the other categories too?) it would make it a lot easier to search!
