Keyboard accents are disabled at program startup

Hi there,

I would like to report an issue with the latest version that affects the keyboard accents for Spanish keyboard layouts (acute accent) and maybe other layouts like french.

App: v3.8
OS: Windows 11 (22000.318)

Steps to reproduce the issue:

1. Before starting the program, the accents are working properly:

3. Then type in any application and you will see that it is impossible to set accents:

I'll revert back to the old key hook I used in previous versions when I push out a new update, it seems that the one I have switched to causes more problems than it solves, including this bug.
v3.7 should not have any problems with accents.

Reverted to the old hook in 3.9.
