Error/Timeout pages when we can't infer the language

What

When we have a service in dual language (English/Welsh) and the user gets an error, or is in a state where we can't infer the language

Why

A Welsh language speaker may not be able to understand this page, and with them being static, we can't translate them.

Anything else

• Some errors thrown by web servers won't have the context of the user select.
• Assumption once consolidated this can be feedback to https://design-system.service.gov.uk/patterns/problem-with-the-service-pages/
