Related to #6795. One proposal for disambiguating between actions is to render them as full items in the navtree. However this will require:

  1. some design thought around how to make it clear that a tree item is an action
  2. navtree digging to figure out how big of a task it would be

One way to indicate in the graph might be a new disposition for an action, distinct from hoist
