This looks awesome! But perhaps the City turned it off at some point?

Steps to reproduce:

Visit http://api.portlandoregon.gov/councilagenda/

Expected outcome: From the README: "The base URL returns the latest published agenda including the sessions and items."

Actual outcome: A login screen is shown, with no way to register.
