Add sanity check when determining release branch

The code to get the live branch works consistently; however, the code to find the release branch works incorrectly when there is no current release branch (usually picking up a very old release branch and merging to that). We should add a check to ensure that the iteration number of the release branch is close enough to the live iteration number to be "sane".
