[Mumbai] Add local forging support for new Mumbai operations

Add local forging support for the following Mumbai operations:

• Smart_rollup_originate
• Smart_rollup_add_messages
• Smart_rollup_execute_outbox_message

If this is part of Mumbai and not only mondaynet(TBC):

• Zk_rollup_origination
• Zk_rollup_publish
• Zk_rollup_update

These operations will not be supported yet:

• Smart_rollup_cement
• Smart_rollup_publish
• Smart_rollup_refute
• Smart_rollup_timeout
• Smart_rollup_recover_bond

Requirements:

• Support these new operations in the local forger
• add unit/integration tests necessary
