It appears that the .doc file generated when exporting book to Microsoft word is not compatible with Microsoft 365 or Microsoft Word App on ipad. The file gets downloaded after export but both apps is not able to open it.
Replication:
Create a course and turn edit mode to On.
Add a book activity
Add title/chapter
Save and display
Add more contents if needed
Click Export book to Microsoft Word.
Download it.
RESULT: The file downloads successfully, but when you attempt to open it either in microsoft 365 or the MS word app, it does nothing.

You seem to be partially correct. The file doesn't open in the Word app on an iPad (or iPhone). This is because it is actually a HTML file with a .doc suffix, and the app doesn't know what to do with it.
However, the file does open using the Microsoft 365 Word web app from inside your browser (Safari or Chrome) on my iPhone.
So, although it is a bug in one respect, I won't be fixing it.
