Related to #5906. Tagging rules will assist JSR223 users with automating enabling/disabling rules. And I'm sure it would be useful for Paper UI rules.

And libraries. Rules can use tags to "discover" related Rules that they may need to call, particularly since the rule UID isn't very human friendly.
