Make a Che Server Developer Stack according to #12620

This is an interesting test case to evaluate performance for large Java projects: memory setting will have to be different from regular Java stacks.

Issues go stale after 180 days of inactivity. lifecycle/stale issues rot after an additional 7 days of inactivity and eventually close.
