Is your task related to a problem? Please describe.

Intellij Idea which runs as an editor needs to be preliminary configured for better UX.
At first, on workspace creation needs to be configured option provided in #17790 (comment). Disabling this option allows user to operate with the terminal.

Describe the solution you'd like

To have predefined configuration files which will be copied into mounted volume after container startup. We can not do it on image build step, because configuration directory is used as mounted volume and rewrites, when container starts, so this has to be done after container start up and before Intellij Idea runs.

Describe alternatives you've considered

As alternative it can be Intellij Idea plugin that performs necessary configuration on Intellij Idea startup.
