Not clear warning is displayed on Get Started & Create Custom Workspace when no more workspaces are allowed to start

Describe the bug

Wrong message is displayed on Get Started & Create Custom Workspace when no more workspaces are allowed to start.

Get Started: warning did not display the details of why the workspace fails to start. Maybe it should just redirect on Workspace Loading that will display the error and provides user an ability to try again:
