Describe the bug
String consisting of 4 apostrophes is currently being reduced to just one apostrophe

To Reproduce
Steps to reproduce the behavior:

&C  SETC ''''
    END

Expected behavior
String consisting of 4 apostrophes should not be reduced and should still consist of 4 apostrophes

Working as intended when '''' is used together with e.g. SETC or DC instructions
