Use a released version of jsonnet bundler instead of @latest #24

Right now, we use @latest for jsonnet-bundler, however we should use a fixed released version instead.

btw, I created a PR jsonnet-bundler/jsonnet-bundler#174 to support caching for downloaded dependencies from github.
