Improves error messages when validating the initial offer

Feature Request

When a provider validates the initial consumer offer, specifically when evaluating the contract policy the current logging is something like:

Policy is not fulfilled ..

without the details of what went wrong in the policy evaluation process, which make it hard to debug

The log message and the response to the client should contain also the errors from the policy evaluation as we do in the agreement validation
