java.io.IOException: CreateProcess from appserv-tests

Build scripts in the module has a problem described at
http://www.iasandcb.pe.kr/blog/2005/09/ioexception-createprocess.html ,for
example, build.xml in devtests/webservice/annotations/webclient.

This test was an old test which was developed when JAXRPC and JAXWS were part of
the same spec. Since the test was developed, JAXWS is its own spec with its own
tools etc. It was an error to have this test present in the repository. This
test has been removed from appserv-tests. All JAXWS-servlet endpoint based tests
are present in webservices/annotation directory. The file README in webservices
directory describes the current status of the webservice dev tests.
