Add Cortex-M7 hard FP specifics (fpv5-d16 & fpv5-sp-d16) #32

The Cortex-M7 has a new version of FP (v5).

In the managedbuild.cross plug-in, add new entries in the toolchain definition, to accept the two new hard FP settings fpv5-d16 & fpv5-sp-d16.
