Builds are currently failing, for example, https://openj9-jenkins.osuosl.org/job/Build_JDKnext_x86-64_linux_OpenJDK/256/

05:04:36  configure: (Your Boot JDK version must be one of: 18 19)
05:04:36  configure: error: The path given by --with-boot-jdk does not contain a valid Boot JDK

Created ibmruntimes/openj9-openjdk-jdk#424 to revert the change that bumped the minimum jdk version to 18. We can keep this open to track it until we can revert back.
