Failure can be seen in https://ci.eclipse.org/releng/job/Builds/job/I-build-4.31/28/execution/node/240/log/ and it's basically:

This generates page like https://download.eclipse.org/eclipse/downloads/drops4/I20231207-1800/apitools/analysis/html/index.html . So the question becomes who(if anyone) is actively looking at this report and making some use of it?

Very brief look into first ~10 items from the project itself show no changes for the last couple releases (https://download.eclipse.org/eclipse/downloads/drops4/R-4.28-202306050440/apitools/analysis/html/index.html) so I kind of classify as not worth the effort spent to bring it back.
As we have to keep producing I-builds does anyone see it worth the effort and plan to bring it back (today!) or I should disable it.

This seems to have been glitch and haven't repeated so far thus I'm closing this one without any action.
