Description

Add a workflow that pushes the OpenAPI definitions of the BPDM APIs to the SwaggerHub.

Acceptance Criteria

Workflow created that pushes OpenAPI documents to SwaggerHub

We currently lack a user that has the rights to push the swagger documentation to swagger-hub. Need to align with the other committers
