Create a Maven plug-in

I assume that the Maven dependency model must be accessible by plugins directly. That is, we should be able to create a Maven plugin that takes input from the Maven dependency model and avoid parsing text (parsing text is imperfect, time consuming, and potentially error-prone).

I expect that we can take inspiration from the Maven "dependency" plugin.
