Similar to eclipse/lemminx#328. The parent process watcher is extremely inefficient, specially on windows. If the client guarantees, the jdt.ls process won't survive after its parent process is killed, then it could decide to disable the parent process watcher mechanism altogether with -DwatchParentProcess=false
