Create MP extension for Eclipse IDE

Create an extension on Eclipse Che so that developers can directly create MP microservices via Eclipse IDE. The extension can directly call MP starter RESTful endpoints.

As with #170, this is taking MP Starter project away from being a simple UI/backend for creating MP projects into being an entire tool chain.

This should be discussed at the wider MP Community level first

This needs to be developed 'outside' (code not within a MicroProfile repository) of the MicroProfile community. We are not going to 'own' the extension.

However, we can track the progress of the extension here.
