observed in cf_model/fundamental/krauss_t0.9_s0.8

on windows:
1.15.0: ~5s
1.16.0: ~22s
dev: ~22s

on Linux the running time is the same for the three versions (~5s).

the slowdown disappears when I build sumo without internationalization (1.16.0 was the first release with internationalization)

Dependency on internationalization confirmed on another windows machine.

The moral here is to never perform translations before it is actually needed.
