at the moment, a specific vehicle id must be given for a person to start in a vehicle.

use flow id in lines
distribute persons evenly over flow
if attribute poisson/random are given, distribute randomly over flow

disadvantage of the current implementation: persons may spawn a bit after vehicle departure
