netedit creates invalid network when adding and deleting connections #3824

To reproduce edit a network junction which has a traffic light and pedestrian crossings.

edit connections
connect a lane to a new destination
immediately remove that connection again
remove another connection
save the network
load into sumo-gui -> Error: Invalid linkIndex '42' in connection controlled by 'gneJ0'
