road edge with lower priority gets right of way.
probably due to the presence of tram edges that dominate right of way finding

while this can be fixed with custom priorities (refs #4843), it would still be good to improve the default mode.
An iterative algorithm could be used to determine numerical priorities beyond the [0,1] range for all non-tram edge after flagging tram as major)
