webserver和build中babel的处理依赖全局安装的babel #334

现在有这样的情况，当babel升级时，无论webserver和build有没有新版本，其实都要重装一次，因为npm的依赖管理是树状的，重装就是为了让这2东西依赖的babel升级到最新版

这很蛋疼，而且我也看不到当前webserver和build依赖的到底是哪个版本

能不能让这2东西依赖我自己安装的全局的babel呢？

跟less一样，让你传一个 babel 进去？

猜测不出来路径，没办法 require 耶?

能直接用CMD不，不能的话外面传一个进去吧
