Notebook launching tool for Econ-ARK

This site utilizes Jekyll and GitHub Pages for hosting.

Modify the boolean value for 'custom_launcher' in _config.yml to show/hide Econ-ARK notebook launch option.
Add markdown files in the _featured directory to list notebooks under the launch tool.
