Doesn't work for links with hashes in them (e.g. Coauthor table of contents links)

@diomidov I'm unable to reproduce this. Let me know if you have a specific example.

I can still reproduce it.

  1. Have a Coauthor thread embedded in Comingle
  2. Drag a link from Coauthor TOC to create a new tab
  3. The new tab URL is empty

If Coauthor is opened in a different Firefox window or tab, dragging works fine.
