Fecth only facilities for the most recent year on Map

There are too many facilities for the Map to perform well when loading all facilities for all the years.

Solution:
Define a default year (2012 for current test database) that will be used if no other query parameters are given. Hence, only the facilities that have reports for the most recent years will be shown
