Currently we use scala-setup and it uses sbt-extras launcher as seen here.
https://github.com/olafurpg/setup-scala/blob/main/src/install.ts#L113

This causes a problem as shown here.
dwijnand/sbt-extras#326

I think trying an empty .jvmopts is the way to go for now.

Note: add ticket to remove file when core issue is fixed.
