Delete unvalidated user

Detailed description of the problem

Currently you can neither delete nor archive an unvalidated user(?)

"Archive user" states "do you want to delete instead", "delete user" states "temporarily deactivated, use archive". :)

Expected Behavior

Deletion should be possible, perhaps also with a toggle in admin panel or sysadmin teams panel similar to "delete experiments"

Steps to reproduce the behavior

Go to admin panel > users > search user account > click "delete user"/"archive user"

What eLabFTW version are you using? Visible in bottom right of a page.

Yes, since the beginning, an Admin has the choice between Validating a user or living with them forever. This has to change, I agree.
