We need to do another pass on the time selection portion of the datepicker. Looks like it is no longer announcing the controls to make selections.

@snide Seems this audio example got lost. Any chance you have a new link or should I record a new one?

I'm going to add this to meta-like issue 5265 so it's got visibility. I'm noticing the calendar's live region is interrupting user input when I make a selection in the time picker, so I'd like to revisit that a bit and smooth it out.
